  7. Networking for Researchers in Europe since 1986
  8.  
  9. RARE is the association of European networking organizations and their
  10. users.  RARE's aim is to foster cooperation between both national and
  11. international networking organizations to develop a harmonized data
  12. communications infrastructure in Europe.  RARE supports the
  13. principles of Open Systems and the international standardization
  14. activities.
  15.  
  16. The Association has four types of members.  The twenty European
  17. countries listed in the statutes are eligible to be the National
  18. Members which, as voting members, formally constitute the Association.
  19. Associate National Members are national research networking
  20. organizations in other countries which support the objectives of RARE.
  21. International Members are international organizations within Europe
  22. which support the objectives of RARE and are closely associated with
  23. the use, coordination and provision of an infrastructure to the
  24. benefit of the research community.  Liaison Members are organizations
  25. which are involved in networking and related matters with whom RARE
  26. considers it important to have close and continuing contact.  At this
  27. point in time, RARE has 26 National Members and 10 International and
  28. Liaison Members.

  30. RARE Projects
  31.  
  32. RARE is carrying out a number of projects.  Its largest project is the
  33. COSINE (Cooperation for Open Systems Interconnection Networking in
  34. Europe) Implementation Phase, EUREKA Project No.8.  This project is
  35. carried out under contract with the CEC.  Under the Implementation
  36. Phase a number of Pilot Projects and User Services are operated.

  38. One of these User Services (S2.1) was created out of the RARE MHS
  39. Pilot Project, which established a pilot infrastructure for electronic
  40. mail based on the X.400 standard.

  42. Another well-known project is the International X.25 Infrastructure
  43. (IXI), COSINE Service S1.  The IXI backbone was created to interconnect
  44. the public packet switching networks and the private research networks
  45. across Europe.
  46.  
  47. Other RARE projects concerned electronic mail reliability and a
  48. connectionless network services pilot project - to gain experience
  49. with the internetworking of products based on ISO-IP standards.
  50. Recently a project has started on the international character set
  51. issue, which is now being incorporated in the COSINE framework.

  53. Another recent initiative has been the setting up of Ebone 92: an
  54. interim backbone infrastructure providing value-added open networking
  55. services for Internet IP and pilot ISO CLNS.

  57. The Operational Unit
  58.  
  59. To handle the operational management of existing and future networking
  60. services for the European Research and Education community, RARE is
  61. now preparing the establishment of an Operational Unit.  This
  62. Operational Unit will operate on a not-for-profit basis, having Europe
  63. as a primary geographic scope, but if necessary also including
  64. services to other countries.

  66. Conferences
  67.  
  68. Each year RARE organizes a Joint Networking Conference (JNC) to
  69. provide the opportunity for a broad discussion on networking for the
  70. European research community, to review progress in its area of
  71. activities and to stimulate new work.  In 1992, the JNC will take
  72. place in Innsbruck, Austria.

  74. Liaisons with other Organizations
  75.  
  76. RARE provides a user's voice on a number of European standardization
  77. and political bodies, such as EEMA, EWOS, ECTUA, ECFRN and and ETSI.
  78. On a broader scale, RARE represents the European participation on the
  79. Coordinating Committee for Intercontinental Research Networking
  80. (CCIRN).  Recently, RARE has agreed in principle to become a charter
  81. member of the Internet Society.
